Traveling across New Hampshire, Kelly has heard concerns from individuals and small business owners who worry about the rising cost of health care. She believes that the federal health care law enacted in 2010 fails to address that fundamental problem. In addition to voting to repeal Obamacare, she has co-sponsored dozens of pieces of legislation to eliminate the law or repeal its worst provisions - including the nearly $30 billion medical device tax, which is harming New Hampshire's medical device industry.

Kelly wants to replace Obamacare with true health care reform that harnesses the power of competition to bring down costs and expand access to quality care. That includes better facilitating the purchase of health insurance across state lines and enabling small businesses to form pools that enhance their purchasing power. Additionally, she believes health savings accounts should be expanded, individuals who purchase health insurance should have the same tax benefits that employers receive, and that states should be allowed to establish adequate high risk pools.

Meaningful medical malpractice reform also lies at the heart of Kelly's approach to reducing health care costs. Too many health care providers are forced to practice costly defensive medicine because of the skyrocketing cost of medical liability insurance, and Kelly is committed to working with her colleagues to address this problem.
