Issue Position

Rebuilding our economy, creating jobs, and standing up for the middle class have been Congressman Hoyer's top priorities during the economic recovery.

America's manufacturing sector has led our economic recovery, and Congressman Hoyer introduced and is working to enact the "Make It In America" plan to help build on that momentum. The "Make It In America"plan will strengthen domestic manufacturing so that American companies can grow and create jobs here in the U.S. The "Make It In America"plan focuses on four core components:

Adopt and pursue a national manufacturing strategy;
Promote the export of U.S. goods;
Encourage businesses to bring jobs and innovation back to the U.S.; and
Train and secure a twenty-first century workforce.
Since the plan was introduced, ten Make It In America bills have become law, including legislation to cut taxes and provide loans for small businesses, speed up the patent process, lower costs of raw materials, end tax loopholes that encourage companies to ship jobs overseas, support American clean energy firms, invest in job training partnerships, hold China accountable for the unfair currency manipulation that costs American jobs, and more.

Knowing that small businesses are the backbone of our economy, Congressman Hoyer has strongly supported legislation to give tax credits to small businesses who hire new employees, restore the flow of credit to small businesses, and help stop corporations from sending American jobs overseas. He also helped pass legislation to create jobs through innovative programs that increase home energy efficiency and spurring the American auto industry.

Congressman Hoyer also continues working to help those who are out of work through no fault of their own. He supports efforts to extend unemployment insurance to job-seekers -- which is also a proven method of boosting local economies.He strongly supported Maryland's action of raising the state minimum wage, and he is urging his colleagues in Congress to follow Maryland's lead and raise the federal minimum wage.
