Race relations have improved despite the killings of nine people at a South Carolina church on Wednesday, says Rep. Al Green (D-Texas), a member of the Congressional Black Caucus.

Green expressed grief for those killed at Charleston's Emanuel African Methodist Episcopal Church and suggested the shooting could have been a hate crime.

He told The Hill's Molly K. Hooper that heightened racial tensions in the U.S., including a string of violent confrontations between police and black communities, "would cause people to conclude that things have not gotten better."

But he then came to a different conclusion.

"I think that we just have the opportunity to see a lot more, especially when it comes to the police-community relations," he said. "We have phones now with cameras. I think that many of the circumstances have existed, it's just that the eye of the camera is giving us the empirical evidence to draw conclusions that we could not draw before."
