Pro-Manufacturing Legislation Passes U.S. House

Legislation to promote new manufacturing and job growth has passed the U.S. House of Representatives today. Congressman Kevin Cramer voted for the Promoting New Manufacturing Act, which will boost manufacturing by increasing transparency in permitting at the federal level.

"In his 2014 State of the Union address, the President said he wanted to "cut red tape' to help states build new factories. Nearly one year later, we still haven't seen him come through with his promise, so the House has passed this legislation to help him take action," said Cramer.

The legislation passed today will reduce delays for manufacturing projects which require preconstruction permits under the Clean Air Act's New Source Review by:

Creating a dashboard to provide increased transparency on the timing for permitting, providing the public with access to this information
Reducing permitting delays by ensuring the EPA provides timely guidance on how to comply with new or revised air quality standards which affect the permit applications
Promoting more efficient processing of permits by requiring the EPA to provide Congress an annual report on the actions it is taking to expedite the permitting process

"The American Chemistry Council has testified approximately $112 billion in new U.S. investment is made possible by abundant supplies of natural gas and natural gas liquids. This same energy production could create as many as one million new jobs by 2025, in manufacturing facilities for iron, steel, cement, fertilizer, chemical, aluminum, plastics, and other materials. Yet, all of these new investments and jobs risk becoming stifled by New Source Review permitting which regularly takes one to three years," Cramer added.
