Congressman Doug Collins (GA-09) today introduced his second piece of legislation aimed at immediately stopping and ultimately ending the threat of Islamic State terrorism.
The End Financing to ISIL Act, H.R. 5463, requires a classified report to Congress from the State and Treasury Departments identifying individuals in foreign countries who are funding ISIL and the actions those countries are taking to stop such activity. In the event a foreign government fails to take action against known ISIL financiers, Collins's bill authorizes President Obama to suspend arms sales or military aid to that country.
"Reports of how and where ISIL jihadists are getting funding--from oil sales on the black market to independent financiers--make it both possible and vital to cut them off," Congressman Collins said. "Suspending military sales or direct aid gives these vulnerable countries a tangible reason on top of the principled reason for eliminating this menace to the world."
The End Financing to ISIL Act and H.R. 5434, the Visa Waiver Program Suspension Act, are two immediate resources Congressman Collins has offered in the past week that are aimed at preventing further jihadist activity against Americans.
