WILLIAM PLANTE, SYMANTEC EXECUTIVE: It's still a little bit of a Wild West frontier, as far as the technology goes, to prevent -- to block them.

O'DONNELL: But now half of all e-mail is spam, threatening the Internet superhighway with gridlock.

(on camera): Internet companies in 30 states have tried but failed to stop the spread of spam. So now Congress is proposing criminal penalties and a national "do not spam" registry.

SEN. CHARLES SCHUMER (D), NEW YORK: If Congress does nothing, you can say goodbye to e-mail because so many people will no longer use it that it won't be effective.
