Dear Mr. Robertson:

Thank you for the reply to our March 26, 2014, letter requesting information about what holdings Koch Industries or its affiliated companies may have that could be affected by the Keystone XL pipeline. Our letter sought answers to 18 specific questions and documents sufficient to demonstrate the accuracy of your responses to those questions. The April 10, 2014, reply from Mark V. Holden, Senior Vice President, General Counsel & Secretary of Koch Industries, Inc. did not provide answers to any of these questions or any supporting documents. The letter did not disclose whether Koch Industries owns tar sands leases in Alberta, produces tar sands-derived oil, or refines tar sands-derived oil. Nor did the letter answer questions about how completion of the Keystone XL pipeline would affect the value of Koch Industries' lease holdings or the volume of tar sands-derived oil produced and refined by the company.

We therefore request that you provide us with responses to the specific questions we asked and documents sufficient to demonstrate the accuracy of your responses. A timely and complete response would be greatly appreciated.
