The bipartisan Shaheen-Portman Energy Savings and Industrial Competitiveness Act is picking up momentum; since last week, the bill has been endorsed by both Democrats and Republicans as well as environmental groups, utility groups and industry leaders. In total, the reintroduced legislation has ten bipartisan cosponsors.
