Issue Position

Transportation and Infrastructure are key components of economic development efforts in North Carolina and in the Fifth District. During my time in Congress I have worked to bring accountability to the Highway Trust Fund by introducing H.R. 711, the Highway Trust Fund Reform Act of 2013. Removing Davis-Bacon wage requirements from federally-funded highway construction projects funded through the Highway Trust Fund Reform Act would free up funds from inflated wages and regulatory compliance to create more market-priced construction jobs and more affordable, timely-completed projects. H.R. 711 would avoid a harmful fuel tax increase and prevent another costly bailout by saving the Highway Trust Fund in a fiscally responsible manner.

It is important to protect and preserve modern infrastructure while providing jobs. That is why, for the past several years, I have committed myself to repealing Davis-Bacon wage requirements. I have also cosponsored the National Right-to-Work Act and the Railway Labor Act to require fair treatment of non-unionized workers.
