Cramer: House Passes No Taxpayer Funding for Abortion Act

WASHINGTON, D.C. -- Today Congressman Kevin Cramer announced the U.S. House of Representatives passed bipartisan legislation to establish a statutory prohibition on federal funding for abortion. The No Taxpayer Funding for Abortion Act, cosponsored by Cramer, codifies a patchwork of provisions prohibiting federal funding for abortion and federal insurance plans including abortion.

Since Roe v. Wade, Congress has employed several legislative vehicles to prohibit federal abortion funding on a bipartisan basis. These measures have required Congressional re-approval each fiscal year. The legislation passed today would remove the uncertainty of this patchwork by creating a single, government-wide prohibition on the use of federal funds for abortion or health plans covering abortion, except in cases of rape, incest, or when the life of the mother is in danger.

"The American people have supported Congress for more than 30 years in its efforts to prevent their tax dollars from being used to pay for abortions, and this legislation writes those efforts into permanent law. The protection of life is foundational to preserving a free society. Given the recent disruption of regular order in Congress, it is even more crucial to have a clear, government-wide ban on this type of funding instead of relying on tenuous appropriations legislation," said Cramer.

The legislation takes a further step by requiring health plans on the Obamacare insurance exchange to disclose which plans cover abortion, prohibiting Obamacare tax credits from covering such health plans, and prohibiting Office of Personnel Management (OPM)-contracted multi-state plans from including elective abortion.
