"Nearly half of the top leadership positions at the Department of Homeland Security are either vacant or have an "acting' placeholder which speaks volumes about the Administration's commitment to homeland security. Any good manager knows that leadership dramatically affects an organization's morale, and DHS's morale has consistently ranked at the bottom of the federal government. While DHS is full of dedicated career employees, these men and women rely on the Administration to appoint leaders to move their mission forward. This hearing will examine both the impact of the Administration's neglect of the Department, as well as the Department's efforts to protect the homeland that deserve to be bolstered by strong leadership."
