As Chairman of the Rules Committee and the Joint Committee on Printing, I urge my Rules Committee colleagues to report our favorably the nomination of Ms. Davita Vance-Cooks to be Public Printer of the United States. Once the nomination is reported to the Executive Calendar, I will work to have her confirmation approved by the Senate before the August recess.

As Acting Public Printer, Ms. Vance Cooks has been leading the transformation of GPO from a print operation to a full --service digital and print publisher. GPO retains its core responsibility of providing Congressional documents in print and digitally. But GPO also works with the State Department and other Executive Branch agencies to produce a wide range of products, including secure documents such as passports and border crossing cards.

As the Rules Committee heard at her confirmation hearing on June 12th, Ms. Vance-Cooks has established an impressive record as Acting Public Printer, and has navigated the difficult waters of budget cuts and sequestration without layoffs or furloughs, a practice she intends to continue in FY14.

Upon confirmation, she will be the first woman and first African-American to hold the post of Public Printer. I am confident she will continue during her time as the Public Printer to lead the GPO with distinction. Under her leadership, this important agency, whose employees work very hard around-the-clock, will continue to serve the needs of Congress and the executive branch of our federal government and keep the public informed.
