Dear Friend,

We have an illegal immigration problem. With at least 11 million undocumented immigrants living and working in the United States, it's obvious our current system is broken and in need of reform. Two weeks ago, Senate Democrats passed their version of an immigration reform bill that would grant amnesty now in return for a promise of border security later. Their priorities could not be more backward.

As the House of Representatives considers immigration legislation of our own, I have three key principles that I plan to stick to:

We are a nation of immigrants, but we are also a nation of laws. We cannot continue to have an immigration system that encourages people to break our laws while punishing those who want to follow them.

Any effort to fix our immigration system must first start by securing our borders. Enforcement and border security have to be addressed first as part of a common sense, step by step approach that focuses on a long-term solution. Without enhanced, effective, ongoing border security, all other reforms will fail.

Any reforms must contribute to the American economy and enrich hardworking Americans. Part of staying competitive is making sure that we're attracting the best and brightest people from around the world. That's the American tradition, and it's why we need step by step immigration reform. We need visa policies that reflect the needs of our employers, and we have to enforce the laws on the books.

While I can't predict what the outcome of the debate will be, I can ensure you that I'm listening to your priorities at home and sharing them with my colleagues in Washington.
