Foxx Statement on Passage of Pain Capable Unborn Child Protection Act

Congresswoman Foxx today issued the following statement upon the passage of the Pain Capable Unborn Child Protection Act, H.R. 1797, from the House of Representatives:

"Infants in the womb can feel pain at the twenty-week mark of pregnancy. That is a sobering truth when considered in the context of violent late-term abortions.

"Wherever the tragedy of elective abortion occurs, there must be oversight, there must be rigorous scrutiny and there must be protections for women and children -- regardless of who considers the turf "sacred.' The Pain Capable Unborn Child Protection Act will stand between the vulnerable and those like Kermit Gosnell who would do them harm. When we defend life, liberty and the pursuit of happiness, we do so for all people -- the voiceless, the defenseless and the unborn."

In agreement with 64% of Americans surveyed, the Pain Capable Unborn Child Protection Act prohibits the practice of elective late-term abortions (past twenty weeks gestation) in the United States. By at least the twentieth week of pregnancy infants can experience pain in the womb.

Additionally, the legislation is aimed at protecting women and children from dangerous late-term abortion procedures such as those brought to light in the case of Philadelphia abortionist Kermit Gosnell. A reasonable late-term abortion ban will help reduce the harm such horrific procedures inflict on women and children.
