"This is a first step in a long-term commitment to cut spending. The legislation we passed today pays the bills we owe and obligates the Senate to finally pass a budget or forego their pay. It ultimately will allow us to tackle our spending problems through the budget process instead of continuing to extend the same irresponsible spending levels a few months at a time for years to come."
