Statement

Yesterday, in an important step toward strengthening our nation's security, the House of Representatives voted 336 to 75 to approve the 9/11 Intelligence reform proposal.

I am proud to have voted to overhaul our intelligence agencies. This plan implements many of the reforms recommended by the bipartisan 9/11 Commission and will help make our nation more secure while preserving the civil liberties that Americans enjoy today.

Most importantly, the reform plan creates a National Intelligence Director to oversee the budgets and operations of the 15 American intelligence agencies and a National Counterterrosim Center to manage counter-terror activities among agencies. These steps go a significant way toward providing the coordination and oversight we need to strengthen our nation's security.

The plan also addresses many of the security gaps in the nation's borders and transportation infrastructure. It increases resources for border and airport security. This includes an increase in the number of border control agents and new technologies for border security as well as research into blast-resistant airline cargo holds, explosive detection at airports, and anti-missile technology.

The 9/11 Reform Plan is critical for our nation's security. We owe it to the American public and particularly to the families of 9/11. Intelligence reform, however, remains a work in progress. Congress must remain vigilant in its oversight and willingness to implement more reforms if they become necessary.
