"I want to thank the voters of Maryland's Fifth Congressional District for re-electing me tonight, and giving me the great privilege of continuing to represent them in the United States Congress.

"Over the next two years, I pledge to Fifth District residents that I will continue to fight for policies that strengthen America's national defense and homeland security. I also believe that it is imperative that we come to grips with the looming fiscal crisis that has been created during the last four years and which threatens our future prosperity. We simply cannot continue to run record budget deficits. We can - and must - get our fiscal house in order, while enacting pro-growth economic policies that create jobs and making crucial investments in our national security, education and health care. I will fight for policies that allow us to do so.

"I also will work as hard as I can to protect and strengthen the position of our Navy installations in Southern Maryland during the Base Realignment and Closure Process that is scheduled to begin in 2005.

"In addition, I will continue to fight over the next two years for fair pay and benefits for our federal workers, as well as policies that ensure we adequately fund our schools; that keep our streets safe; and that improve the environment and Maryland's natural beauty.

"Again, I thank the people of the Fifth Congressional District for giving me this strong vote of confidence, and I look forward to representing their interests and best instincts over the next two years. Working together, I believe that there is much we can accomplish to strengthen and improve our nation, our state and our community."
