Ruben has been a strong advocate for increased investment in road improvement projects to mitigate traffic and increase safety. In addition to fighting for the expedited construction of the Loop 202 extension, Ruben has spoken out against cuts to the state's Highway User Revenue Fund (HURF), so that communities and the state can maintain and improve road infrastructure and invest other monies in public transit efforts such as commuter rail, light rail and additional bus routes.
