As a Member of Congress, Congresswoman McCollum has a responsibility to defend the national security of the nation. There is no question that groups like al-Qaeda and its affiliates continue to pose a significant threat to the United States. Its operatives are as determined as ever to promote extremism. The threat from al-Qaeda is now shifting to countries such as Pakistan and Yemen, and even from would-be terrorists within the United States who are inspired to violence by al-Qaeda.

Terrorism, however, is not the only threat that America faces in the 21st Century. Global health pandemics, poverty, and climate change present serious challenges for America's national security. Our military and civilian leaders recognize America will need all of its weapons to win these battles-defense, diplomacy and foreign assistance. Foreign assistance strategies such as long-term development, post-conflict reconstruction, humanitarian assistance and economic and military aid often represent the most effective and least expensive option to meet these growing threats. From my seat on the House Committee on Appropriations, Congresswoman McCollum has strongly advocated for a stronger commitment to fight global poverty and disease, which would eliminate sources of global insecurity for far less money than military intervention.
