Issue Position

Throughout our nation's history, the strong American workforce has been at the center of our vibrant economy. In particular, our manufacturing sector has been a source of pride, a source of economic strength, and a source of well-paid jobs, as well as a guarantee of investment in an American future. Unfortunately, as the recession has hit our housing and our financial industries, it has taken a toll on our manufacturing industry as well.

There is no natural resource more resilient than the American worker, and that is why I am proud that in the 111th Congress we have focused on the "Make it in America" agenda. This manufacturing strategy for our country's future is based on the idea that when more of our products are made in America, more citizens will be able to make it in America. Through incentives for investment in industry, support for infrastructure and innovation, and ending tax loopholes that ship our jobs overseas, we will bring more Americans back to work while strengthening all aspects of our economy.

The first parts of the "Make it in America" agenda have already passed the House of Representatives with strong bipartisan support. The U.S. Manufacturing Enhancement Act will make it easier for American companies to get the materials they need to produce goods, contributing to a more productive economy and supporting job creation. The Protecting American Patents Act will support efficient processing of patent and trademark applications, which is absolutely critical to ensuring American competitiveness in the worldwide economy. From the Clean Energy Technology Manufacturing and Export Assistance Act to the Investing in American Jobs and Closing Tax Loopholes Act, our economic legislative priorities have demonstrated our undying commitment to the American worker and helping American families get back on track.

The "Make it in America" agenda builds on the actions of Speaker Pelosi and House leadership taken since the start of the economic recession and the end of Bush's presidency. In the summer and fall of 2008, we were on the brink of economic collapse, and the steps we have taken over the past two years have prevented the U.S. economy from falling into an even deeper hole.

Implementing the American Recovery and Reinvestment Act created a vital and significant foundation for the future of a stronger economy. From assistance to homeowners, to investment in infrastructure, to easing credit for small businesses, the American Recovery and Reinvestment Act has helped put our economy back on track. In early 2009, we were bleeding 700,000 jobs a month. As of August 2010, we've seen eight straight months of private sector job growth and 13 straight months of manufacturing growth. While we still have a long way to go, the actions we have taken have stopped the bleeding of jobs, as we look toward a path of a sustainable future.
