Larsen Statement on NOAA Announcement

Today, U.S. Representative Rick Larsen (WA-02) released the following statement in response to the National Oceanic and Atmospheric Administration announcement of a final rule on vessel traffic and Southern Resident killer whales:

"After having met with many groups in Anacortes and the San Juans about the impacts of the proposed No-Go Zone, I am pleased that NOAA announced it has removed the zone from the final rule. Additionally, I am pleased that NOAA will release a final rule with enough time for residents, outdoor enthusiasts, researchers, and the local tourism industry to continue to plan their summer schedules with confidence."

"As the summer season begins, I will be closely monitoring the implementation of the new buffer zone and discussing its effect with the local community. This is a significant change to existing rules, and it should protect of our environment and endangered species while maintaining appropriate access and opportunities for those wishing to experience it. "

The final rule, to be issued by NOAA in the coming days, establishes a 200-yard buffer around any killer whale and prohibits vessels from intercepting a whale or positioning in the whale's path. This doubles the current buffer distance restriction. The rules will apply to all motor boats, sail boats and kayaks, in Washington's inland waters.
