Issue Position: WRDA 2010 Requests
Issue Position
The Committee on Transportation and Infrastructure has asked for requests for Army Corps of Engineers projects to be funded through the Water Resources Development Act of 2010. We have submitted five requests to the Committee for consideration:
1. Denver -- River North (RINO)/ South Platte River -- $15 mill.
* The City has completed a Master Plan that identifies improvements to the South Platte River in the area defined as River North (RINO). This request will provide consolidated regional drainage improvements, river bank stabilization, and water quality improvements.
* Local match: $5 mill.
2. Denver -- Sanderson Gulch -- $2 mill.
* Sanderson Gulch is located in the southwest metropolitan area through portions of the City and County of Denver, the City of Lakewood and Jefferson County. The potential for flooding of properties during the 5-year and 100-year storms is high because of the limited capacity of the drainageway. The project will increase the capacity of Sanderson Gulch to carry 5-year and 100-year storm flows.
* Local match: $1.2 mill.
3. Denver -- West 38th Drainage Improvement -- $6 mill.
* This project will provide drainage improvements upstream of the South Platte River to protect an existing underpass, which serves as a major access to northwest Denver, and to a rail transit station expected to open in 2016 for the Gold Line.
* Local match: $3.3 mill.
4. Chatfield Reservoir -- EIS Language Change
* This language request codifies a regulatory approach where the Corps continues to use existing interpretations of Environmental Impact Statements for ongoing environmental reviews, rather than applying new revisions to interpretation principles.
5. Chatfield Reservoir -- Assignee Language Change
* This language request would allow assignees of the Colorado Department of Natural Resources to perform modifications to the Reservoir, such as environmental mitigation and restoration, since water users will be paying for these activities after approval of the Chatfield Reservoir Reallocation.
