Caps on state taxes have resulted in a shift in the overall tax burden away from the income tax to local property taxes assessed by counties, cities and school districts. This is particularly unfair to seniors living on fixed incomes. It's time for a top-to-bottom overhaul of the State's tax structure to restore fairness and efficiency.
