Vermont's environment must be protected. But we must also recognize that average Vermonters are part of that environment. Our needs and opinions must be taken into account. Permitting must be made clear, transparent, timely and certain. Decisions on permits should take days or weeks, not months or years...and the rules should be clear enough to discourage frivolous appeals.
