Statement of Governor Warner on the House of Delegates Vote to Reject the Seat Belt Enforcement Bill

Governor Mark R. Warner today issued the following statement on the House of Delegates' vote to reject a bill allowing police to enforce Virginia's existing seatbelt law.

"Today's vote by the House of Delegates is a disappointment for those who care about traffic safety in Virginia. As I said Thursday, when the House passed this measure, making the failure to wear a seatbelt a primary offense is a common sense reform that will save lives.

"I am pleased we were able to work with Senator Mims, Delegates Almand and May, law enforcement officers and traffic safety advocates to secure passage of this life-saving proposal in the state Senate, the House Transportation Committee, and the full House of Delegates.

"A primary seat belt proposal was first introduced in the General Assembly in 1972. This proposal will continue to have my support until it is allowed to become law. It is the right thing to do."
