Today, as part of a continuing effort to get our economy back on track and put Americans back to work, Congressman Bill Foster (IL-14) voted to pass H.R. 4849, the Small Business and Infrastructure Jobs Tax Act.

"Unemployment numbers remain unacceptably high, and I am focused on doing everything possible to create jobs so that my constituents can find the work they are so desperately seeking," said Foster. "As a former small businessman, I am pleased that this legislation creates a number of incentives for small businesses to hire additional employees, expanding their operations to spur our economy."

H.R. 4849 increases the tax deductions for start-up expenses, so that more people will start businesses. It also increases the tax exclusion of small business capital gains by 100 percent, encouraging investment. In addition, the legislation expands Build America Bonds, which help state and local governments to finance the rebuilding of schools, sewers, hospitals and transit projects.

This legislation is fully paid for by closing offshore tax haven loopholes, among other things.
