Today, Louisiana Congressman Bill Cassidy signed a Discharge Petition to force a vote on H.Res. 554, a bill that will amend House Rules to prohibit consideration of any legislation whose full text has not been posted online for at least 72 hours.
"The American people, the press, watchdog groups, and Members of the Congress deserve at least three days to read and consider legislation before it is brought up for a vote," said Cassidy. "Democracy cannot function properly when the people and their elected representatives learn what's in a bill after it's already become law."
The Discharge Petition is a rare procedural maneuver, which, when signed by a majority of the House, will force a vote on a bill the Speaker has refused to bring up for consideration.
