While the auto industry may need some government help, it should not come from the money set aside to help the economy at large, said Rep. Gwen Moore, a Milwaukee Democrat. And she blamed the companies for getting into the mess they are in.

"These are people who are culpable in Detroit for being 20 years behind," she said. "This is not a phenomenon that has happened overnight."
