The House of Representatives approved a resolution (H.J. Res. 36) by a vote of 298 to 125 in July 2001. The resolution proposes an amendment to the Constitution that would allow Congress the authority to prohibit the physical desecration of a United States flag. Simpson is a co-sponsor of the legislation. I believe that for more than 200 years the Stars and Stripes have served as a beacon of liberty. The flag has guided soldiers on war-torn battlefields, and been draped over patriots' coffins who have given their lives for freedom. I am proud to have joined the House of Representatives to begin the process of protecting this sacred symbol.

The amendment would be added to the Constitution if two-thirds of the U.S. Senate voted in favor of the measure and if it passed two-thirds or 38 state legislatures within seven years.
