DENR's Draft Air Permit for Hyperion Energy Center Available for Review
The Department of Environment and Natural Resources (DENR) announced it is accepting public comments during the next 30 days on its draft Prevention of Significant Deterioration preconstruction air quality permit for the proposed HyperionEnergyCenter in UnionCounty. The proposed center will include a 400,000 barrel per day refinery and an integrated gasification combined cycle power plant.
The purpose of a Prevention of Significant Deterioration pre-construction air quality permit is to ensure that emissions from a proposed facility will not degrade the air quality beyond increments allowed by state and federal air quality regulations. The permit also ensures the air quality will continue to fully comply with all National Ambient Air Quality Standards that have been established to protect public health and the environment. Hyperion submitted its application for the pre-construction air quality permit to DENR on December 20, 2007. The 30-day public comment period began with the recent publication in local newspapers of a public notice regarding the draft permit.
"DENR Air Quality engineers have completed a thorough technical review of the 613-page air quality permit application submitted by Hyperion for its proposed energy center in UnionCounty," said DENR Secretary Steve Pirner. "On the basis of that review, DENR has completed a draft air quality permit with conditions that will protect air quality, human health, and the environment. We invite everyone interested to review the draft permit and send us their questions or comments."
DENR has made available a copy of the complete Hyperion air quality permit file on its web site at http://www.state.sd.us/denr/hyperion.htm. For those without Internet access, the permit file is available for viewing at DENR's offices in Pierre or in the Akeley-Lawrence Science Center, University of South Dakota, 414 East Clark, Vermillion, SD.
