SEN. MCCONNELL: Republican Senators have been working on a series of proposals that we hope can achieve bipartisan support that will make the government function better. And one of the best ideas that's been around for a while -- that you sort of scratch your head and wonder, why haven't they done that? -- is an idea that Senator Domenici has been promoting for many years. And every time I've heard somebody listen to his suggestion, someone has said, why haven't we done that? And so we think it's time to step up to the plate and adopt the Domenici proposal, and I'm going to call on Senator Domenici to describe it to you now.
