CONGRESSMAN CALVERT'S CONGRESSIONALY DEVELOPED INITIATIVES

Congress appropriates funding for specific programs, agencies, and other federal priorities. In doing so, Congress is exercising the power granted to it under Article I, Section 9, Clause 7 of the U.S. Constitution, which states, "No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law." (Note 1)

Members of Congress submit projects for funding which reflect local, state and national priorities. While the initial request submitted to the Appropriations Committee is an important first step in the appropriations process, it does not automatically secure or guarantee the allocation of funding. The House Appropriations Committee is responsible for evaluating and determining which initiatives will be funded through the appropriations process.

"Below is a detailed list of congressional initiatives I requested for Fiscal Year 2008. The requests are listed in alphabetical order and were submitted to the relevant committees along with the certification that I do not have a financial interest in any of the requested projects, which is in accordance with Rule XXI, clause 9, of the Rules of the House of Representatives." - Rep. From the U.S. Constitution, Article I, excerpts from Sections 8 and 9:

"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

"To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

"To provide and maintain a Navy;

"To make rules for the Government and Regulation of the land and naval Forces;

"No money shall be drawn for the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."
