Boozman Expresses Concern over Human Shields
U.S. Representative John Boozman (R-AR) today joined other House members to condemn the use of "human shields," by co-sponsoring legislation expressing the concern of the House of the practice.
H.Res. 125 expresses "deep concern over the use of civilians as human shields'." The legislation, offered by Rep. Ileana Ros-Lehtinen (R-FL), also criticizes the terrorist organization Hezbollah's tactic of embedding its forces among civilians to use them as human shields during the summer of 2006 conflict between Hezbollah and the State of Israel.
Additionally, the resolution calls on the United States, scholars, and military leaders to review international law and make recommendations to prevent the future use of human shields during armed conflicts.
"The practice of using unarmed civilians as cover to launch attacks is not only a violation of international law, but a violation of basic human decency," Boozman, a member of the House Committee on Foreign Affairs, said. "The use of human shields' must end."
