"While President Bush decides it's time to escalate the war in Iraq, British Prime Minister Blair decides it's time to begin to withdraw troops.
The phased withdrawal of British troops from Iraq is another clear sign that the military mission in Iraq has ended. If the President has not yet gotten the message from the American people, the House of Representatives, and his closest ally, Tony Blair, then it's up to Congress to correct executive mistakes and bring our troops home."
