"This business of taking our expenses off budget and shifting expenditures incurred one year into future budget years is one of the accounting gimmicks that Enron and Global Crossing and others who have floundered, have used to mask their own fiscal irresponsibility until one day their house of cards comes collapsing around them. This measure proposes playing exactly the same kind of game with the people's money as Kenneth Lay played with his investor's money."
