Mr. KENNEDY of Utah. Mr. Speaker, 4 years ago this week, the Supreme Court ruled in Dobbs that the Constitution contains no right to an abortion.

The Court returned this question to the people and their elected representatives. That was the right decision.

I came to Congress after years as a physician. Firsthand, I have seen the heartbeat of an infant on an ultrasound. I have placed newborns in the arms of their mothers. Protecting life was my job, and I take that same duty with me onto this floor.

Because of the Dobbs decision, the States and all of us are made free to uphold our duty and protect the sanctity of life.

There are children in my home State of Utah and across this country, as well as my family, who are growing up today because of those who fought for them. They are the future of this country, and we are better for having them in it.

Mr. Speaker, we owe every mother and child a country that welcomes and continues to protect life.
