Bring the Deeply Damaging Redistricting War to An End

Mr. KILEY of California. Mr. Speaker, as I have warned for the last year, the redistricting war has spun totally out of control. Those States that have enacted new maps include Texas, California, Missouri, Ohio, North Carolina, Tennessee, and Florida.

Those looking to do so, either for 2026 or 2028, include New York, New Jersey, Washington, Colorado, Oregon, Maryland, Illinois, Wisconsin, Minnesota, Pennsylvania, Arizona, Nevada, Louisiana, South Carolina, Alabama, Mississippi, and Georgia.

This is a disaster for our democracy, and we need to bring it to an end.

I have introduced legislation to do just that by prohibiting mid- decade redistricting. The good news is, there is growing bipartisan support for this. On the Republican side, cosponsors of my bill include Representatives Kiggans and Baird. On the Democrat side, Representatives Cleaver and Landsman recently endorsed the legislation, and the Minority Leader, Hakeem Jeffries, appeared to do so as well, saying the only reason he is participating in the redistricting war is that there is not a national standard that prohibits mid-decade redistricting.

I encourage the minority leader to endorse explicitly my legislation. I will encourage every Member to sign the discharge petition I have opened so we can bring the deeply damaging redistricting war to an end.
