Hoeven Issues Budget Guidelines

Gov. John Hoeven today issued his Budget Guidelines for state government agencies in the 2007-2009 biennium. The new plan includes a 100 percent budget with optional requests above the baseline, and no new taxes.

That means budgeting at the current expenditure level. Any increases above the current baseline would be optional and prioritized. After review, they may or may not be included in the Executive Budget, which is the budget the Governor submits to the Legislature. His new guidelines hold the line on government spending, while allowing room to invest in North Dakota's future.

"We must recognize that as our revenues have grown, so have our expenses," Hoeven said. "We are committed to taking care of our neediest, protecting our most vulnerable, and investing in our children and our future. That means that we must budget our resources with the greatest of care."
