Rep. Budd said in a statement:

"As crime surges across our country, it is time for the federal government to develop a comprehensive strategy to combat these retail crimes and support the law enforcement officers who do their best to keep our communities safe every day."

Background:

According to the National Retail Foundation, 65% of its survey respondents in 2021 indicated that "theft gangs" are exhibiting more violence and aggression.

Nearly 70% reported increases in organized retail crime.

Both increases are markedly larger than in previous years.
