Letter to Hon. Alejandro Mayorkas, Secretary of Homeland Security - Afghan Parolee Charged with Sexual Assault in MT

Dear Secretary Mayorkas:
Your initial generic statements concerning Zabihullah Mohmand, an Afghan granted humanitarian parole by the Department of Homeland Security and resettled to Missoula, Montana, and who was recently charged with sexual assault, have been deeply insufficient. I write to demand detailed information about Mr. Mohmand, including the exact vetting and screening process conducted before he was placed in Montana.
It is my understanding that Mr. Mohmand was resettled to Montana in early October, fewer than two weeks before allegedly committing this horrible crime. I ask that you provide detailed answers to the following questions:
1. Why was Mr. Mohmand brought to the United States and granted humanitarian parole status? Please provide detailed background and biographical information.
2. Did Mr. Mohmand work with U.S. armed forces in Afghanistan or any other U.S. government entity?
3. Prior to being granted humanitarian parole status, was Mr. Mohmand potentially eligible for the Special Immigration Visa program, or P1, P2, or P3 refugee status? If so, please elaborate.
4. What screening and vetting procedures did DHS and other U.S. government agencies conduct pertaining to Mr. Mohmand specifically?
5. Did DHS or any other U.S. government agency interview Mr. Mohmand at any time during screening and vetting? If so, please detail what was learned during these conversations.
6. Did DHS or any other U.S. government entity find any indication during screening and vetting that he has a history of committing sexual crimes or abuse against women, or any other crimes?
7. Did Mr. Mohmand commit any suspicious conduct while at a U.S. military base prior to his resettlement to Missoula?
Due to the severity of the allegations against Mr. Mohmand, and the level of community interest, I ask for thorough responses no later than October 27, 2021. I also reiterate my request for responses to my previous correspondence related to the vetting and screening protocols implemented by DHS.
