Executive Order 2019-28D Directing Expenditures of Temporary Assistance for Needy Families (TANF) Program Grants to RecoveryOhio and Children's Initiatives

Executive Order

WHEREAS, upon becoming Governor I immediately created the Governor's RecoveryOhio Initiative and the Governor's Children's Initiative; and

WHEREAS, the Governor's Grant Awards direct expenditures of Temporary Assistance for Needy Families ("TANF") program grants to the RecoveryOhio and Children's Initiatives, providing assistance and support to the citizens of Ohio; and

WHEREAS, the Temporary Assistance for Needy Families program is a State program of family assistance, which is provided with State and federal funds, authorized under Title IV-A of the Social Security Act; and

WHEREAS, the first purpose of the TANF program is to "provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives"; and

WHEREAS, the second purpose of the TANF program is to "end the dependencies of needy parents on government benefits by promoting job preparation, work, and marriage"; and

WHEREAS, the third purpose of the TANF program is to "prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies"; and

WHEREAS, the fourth purpose of the TANF program is to "encourage the formation and maintenance of two-parent families"; and

WHEREAS, the Governor's Office of Faith-Based and Community Initiatives ("GOFBCI") works to reduce poverty in Ohio by serving as a catalyst for effective public-private partnerships aimed at reducing poverty;

NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution, the laws of this State and in accordance with Sections 5101.80 and 5101.801 of the Ohio Revised Code do hereby order direct that:

The Fiscal Year ("FY") 2020 Budget (H.B. 166, 133rd General Assembly, section 307.70) authorizes GOFBCI to expend up to $13,285,000 during Fiscal Year 2020 on TANF-allowable expenses.
The FY 2020 Budget shall be allocated in the following manner for Governor's Grant Awards:
a. Up to Two Hundred Fifty Thousand Dollars ($250,000) shall be used to assist Adaptive Sports Program of Ohio to provide supportive services to youth in Mahoning County.

b. Up to Two Hundred Thirty-Two Thousand Five Hundred Dollars ($232,500) shall be used to assist African American Male Wellness Initiative (AAMWI) to provide recovery supports to urban minorities in Franklin County.

c. Up to One Hundred Fifty Thousand Dollars ($150,000) shall be used to assist Agape for Youth to provide supportive services to youth and families in Montgomery County.

d. Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Alvis to provide reentry services in Franklin, Lucas, Ross and Allen Counties.

e. Up to Forty-Six Thousand Five Hundred Dollars ($46,500) shall be used to assist Backpack Buddies to provide food security to youth in Lawrence County.

f. Up to Eleven-Thousand Three Hundred and Fifty Dollars ($11,350) shall be used to assist Big Brothers Big Sisters to provide supportive services to youth in Allen, Hardin, and Putnam Counties.

g. Up to Three Hundred Thousand Dollars ($300,000) shall be used to assist Birthing Beautiful Communities to provide supportive services to pregnant moms in Cuyahoga County.

h. Up to Two Hundred and Forty-Three Thousand Dollars ($243,000) shall be used to assist BLOC Ministries Inc. for afterschool program, Urban Training Kitchen to provide workforce development training, and to provide housing support for homeless women in Hamilton County.

i. Up to Seven Hundred Fifty Thousand Dollars ($750,000) shall be used to assist Boys & Girls Clubs of Ohio to provide supportive services to youth in rural counties in Ohio.

j. Up to Twenty-Five Thousand Five Hundred Forty-Seven Dollars ($25,547.00) shall be used to assist Children's Hunger Alliance to provide to a pilot program for nutrition literacy for the reentry population in Madison County.

k. Up to Thirty-Three Thousand Dollars ($33,000) shall be used to assist Citi Lookout for recovery support in Clark County.

l. Up to Two Hundred Fifty Thousand Dollars ($250,000) shall be used to assist Coalition on Homelessness and Housing in Ohio (COHHIO) to provide housing services to families in Ohio.

m. Up to Seventy-Five Thousand Dollars ($75,000) shall be used to assist Connecting Kids to Meals to provide food security to youth in Lucas, Wood, Hancock, Seneca and Williams Counties.

n. Up to Fifty Thousand Dollars ($50,000) shall be used to assist Daybreak/Youth Build to provide workforce development services in Montgomery County.

o. Up to One Hundred Fifty Thousand Dollars ($150,000) shall be used to assist Ethiopian Tewahedo Social Services (ETSS) to provide supportive services to low income families in Franklin County.

p. Up to Forty Thousand Dollars ($40,000) shall be used to assist First Church of God to provide supportive services to families in Franklin County.

q. Up to Eighty-One Thousand Dollars ($81,000) shall be used to assist First Step Home to provide recovery support to women in Hamilton County.

r. Up to One Hundred Thousand Dollars ($100,000) shall be used to assist Habitat for Humanity for Ohio to provide personal development services to families in Franklin County.

s. Up to Thirty Thousand Dollars ($30,000) shall be used to assist LOOP (Loved Ones of Prisoners) to provide family reunification support to families in Ohio.

t. Up to Ten Thousand Dollars ($10,000) shall be used to assist Men 4 The Movement to provide supportive services to families in Franklin County.

u. Up to Fifty-Two Thousand Dollars ($52,000) shall be used to assist Operation Grace with under-privileged children with the addiction crisis in Scioto County

v. Up to Fifty-Thousand Two Hundred Ninety-Six Dollars ($52,296) shall be used to assist Our Helpers in building workforce development and ESL in Franklin County.

w. Up to Two-Hundred Twenty-Five Thousand Dollars ($225,000) shall be used to assist Project Lift with teenage males who are at risk for homelessness in Cuyahoga County.

x. Up to Fifty-Thousand Dollars ($50,000) shall be used to assist Rid-All with food assistance in urban communities in Cuyahoga County.

y. Up to Two Hundred Fifty-One Thousand Two Hundred Dollars ($251,250) shall be used to assist ROOTT to provide health education services to prevent infant mortality to families in Franklin County.

z. Up to Seventy-Five Thousand Dollars ($75,000) shall be used to assist Serving Our Neighbors (SON) with expanding ESL Programs in Franklin County.

aa. Up to Seventy-Five Thousand Dollars ($75,000) shall be used to assist The Starfish AllianC'e, Inc. to provide mentoring and education programs to youth in Franklin County.

bb. Up to Thirty-Thousand Dollars ($30,000) shall be used to assist Star House with providing housing and work-force development to homeless teens in Franklin County.

cc. Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Teen Start with providing mentoring and life-skills in Franklin County.

dd. Up to Fifty-Thousand Dollars ($50,000) shall be used to assist The Basement Outreach Ministries with providing emergency housing and recovery support in Trumbull County.

ee. Up to Sixty-Thousand Dollars ($60,000) shall be used to assist The Children's Home with providing mental health and recovery support in Hamilton County.

ff. Up to Two-Hundred Fifty Thousand Dollars ($250,000) shall be used to assist The Hope Center with providing food security to youth in Union County.

gg. Up to Ninety-Thousand Dollars ($90,000) shall be used to assist The Rickenbacker Woods Foundation in providing after school and workforce development to families in Franklin County.

hh. Up to Eighty-Nine Thousand Dollars ($89,000) shall be used to assist Values in Action in providing workforce-development and mentoring to youth in Cuyahoga County

ii. Up to Fifty-Thousand Dollars ($50,000) shall be used to assist Volunteers of America: Fresh Start Program in providing recovery support to pregnant women in Ohio

jj. Up to Fifty-Thousand Dollars ($50,000) shall be used to assist Women2Women in providing recovery support and personal development to young girls in Franklin County.

kk. Up to One-Hundred Thousand Dollars ($100,000) shall be used to assist Women's Care Center in providing education and support to expectant mothers in Franklin County.

11. Up to Two-Hundred Thousand Dollars ($200,000) shall be used to assist YMCA of Greater Cleveland to provide workforce development and recovery support in Cuyahoga County.

mm.Up to Ninety-Thousand dollars ($90,000) shall be used to assist Youth Opportunities Unlimited in providing workforce development to youth in Cuyahoga County.

nn. Up to Four Hundred Seventy-Nine Thousand Five Hundred Forty-Five Dollars ($479,545) shall be used to assist Moms2B expand their program in Dayton to provide support to under-privileged expectant mothers.

oo. Up to One Million Dollars ($1,000,000) shall be used to assist Ohio Suicide Prevention Foundation (OSPF) to provide case management services for suicide prevention for youth in Ohio.

3. The State, county, and private agencies receiving funds as a result of this Executive Order shall comply with all TANF requirements, including reporting requirements, and timelines as specified in State and federal statutes, federal regulations, State rules, interagency agreements, and any relevant directives from the Ohio Department of Job and Family Services.

4. The grant fund recipients shall deliver the TANF eligible services no later than June 30, 2021.
