U.S. Sen. Mark R. Warner (D-VA), Chairman of the Senate Select Committee on Intelligence, released the following statement on the disclosure by Microsoft of a Russian hacking operation targeting USAID and other government agencies, think tanks, consultants, and non-governmental organizations :

"We have to step up our cyber defenses, and we must make clear to Russia -- and any other adversaries -- that they will face consequences for this and any other malicious cyber activity."
