A strength of the State Constitution is its requirement that the budget be balanced. This forces the Legislature to make tough choices on what is essential and what is not worthy of additional taxes on individuals and businesses. Bill will be a watchful guardian of taxpayer's money ensuring that state agencies remain accountable to us.
