Rep. Cisneros Votes to Rebuild and Invest In 39th District Infrastructure

Today, Representative Gilbert R. Cisneros, Jr. (CA-39) voted for the Moving Forward Act, comprehensive legislation to rebuild California's 39th District and America's infrastructure, while creating millions of good-paying jobs, combatting the climate crisis, and addressing disparities throughout America. The bill makes a number of national infrastructure investments--from aviation, highway and transit, healthcare, schools, public utilities, and affordable housing. It's estimated that the State of California will receive $37.5 billion from the Moving Forward Act. Rep. Cisneros is a cosponsor of the bill.

"Since my first day in Congress, I've made it a priority to fix our nation's crumbling infrastructure. It's long overdue," said Rep. Cisneros. "Today, I'm proud to vote for the Moving Forward Act, a bill I cosponsored, to rebuild the 39th District and America's infrastructure and create good-paying jobs, combat our climate crisis, and invest in our communities. I'm grateful that provisions I championed were also incorporated in the bill, including reducing traffic gridlock, supporting local transportation projects like the 57/60 Confluence project, upgrading energy and water infrastructure, and delivering broadband Internet access."

Provisions Rep. Cisneros championed which were included in the Moving Forward Act:

Invests more than $100 billion in transit to put more zero-emission buses on the road: Rep. Cisneros is a supporter and cosponsor of H.R. 2164, the Green Bus Act of 2019, to increase federal funding to help our bus systems meet California's required transition to zero-emission buses.
Updates INFRA Grant Program Requirements so that project selection is based on merit: Rep. Cisneros has been an ardent supporter of the 57/60 confluence project, leading letters of support for the project's INFRA grant applications in 2019 and 2020 and testifying on the importance of the project before the Appropriations Committee. Despite being consistently rated among the highest-ranking projects in the country, it has remained unfunded because of politics surrounding the INFRA program.
Encourages "greening the fleet" by establishing tax credits for widespread adoption of zero-emission cars and vehicle manufacturing and providing funding for wider deployment of electric vehicle charging stations: Rep Cisneros introduced bipartisan legislation, the DoD NonTactical Vehicle Reduced Petroleum Consumption Act, to reduce DoD's use of zero-emission vehicles. Congressman Cisneros also successfully offered an amendment to increase funding for the Department of Transportation Low or No Emission Vehicle program by $2 million in the FY 2020 Appropriations Act.
Modifies Capital Investment Grant (CIG) program requirements to incentivize affordable housing: Rep. Cisneros is a supporter and cosponsor of H.R. 4307, the Build More Housing Near Transit Act, which would alter rating criteria for CIG to ensure affordable housing policies are considered as part of every application. Rep. Cisneros also fought for increased funding for Capital Investment Grants to support rail transit in Southern California under the FY 2020 Appropriations Act.
Invests over $100 billion into our nation's affordable housing infrastructure: Rep. Cisneros has been pushing for federal support to help families stay in their homes during the COVID-19 pandemic. Rep. Cisneros also fought for increased funding under the FY 2020 Appropriations Act to support housing counseling and homelessness programs.
Invests $130 billion targeted at high-poverty schools with facilities that endanger the health and safety of students and educators: Rep. Cisneros is a supporter and cosponsor of H.R. 865, the Rebuild America's Schools Act of 2019, to authorize more than $100 billion to invest in physical and digital public school infrastructure needs and improve working conditions for teachers.
Amendments Rep. Cisneros offered which were included in the Moving Forward Act:

Reps. Cisneros, Anna Eshoo (D-CA-18), Doris Matsui (D-CA-06), and Jim Costa (D-CA-16): Adds charging speed and minimization of future upgrade costs as considerations for electric vehicle charging infrastructure grants.
Reps. Cisneros, David McKinley (R-WV-01), and eight other Members: Authorizes and provides funding for a DOE carbon capture, utilization, and storage technology commercialization program and direct air capture technology prize program.
Reps. Cisneros, Suzanne Bonamici (D-OR-01), and Abby Finkenauer (D-IA-01): Directs the Department of Labor to provide grants to partnerships that support paid work-based learning programs, including Registered Apprenticeships, and supportive services to improve worker training, retention, and advancement for individuals who have historically faced barriers to employment in targeted infrastructure industries.
The Moving Forward Act makes the following investments:

Rebuilds our highways, bridges, transit, rail, airports, ports and harbors by investing nearly $500 billion to improve safety, reduce gridlock and put the U.S. on a path toward zero emissions from the transportation sector, all while protecting American jobs with strong Buy America provisions and labor protections.
Invests in our children's futures by helping safely reopen and rebuild schools with a $130 billion investment in school infrastructure targeted at high-poverty schools that do not meet health and safety standards, while also creating 2 million jobs. Democrats are also investing billions in upgrading child care facilities to ensure compliance with current and future public health directives.
Modernizes our energy infrastructure for a clean energy future by investing more than $70 billion to transform our electric grid, promote new renewable energy infrastructure and strengthen existing infrastructure, help develop an electric vehicle charging network and support energy efficiency and climate resilience.
Invests boldly in affordable housing by directing over $100 billion to reduce housing inequality, create jobs, stimulate the economy, improve living conditions and increase environmental sustainability and climate resilience.
Expands affordable high-speed Internet to underserved communities with a $100 billion investment that promotes competition, connects children to remote learning, closes broadband adoption and digital skills gaps and improves affordability.
Upgrades hospitals and health care infrastructure by investing $30 billion to increase capacity and strengthen care, help community health centers respond to COVID-19 and future public health emergencies, improve clinical laboratory infrastructure, support the Indian Health Service"s infrastructure and increase capacity for community-based care.
Ensures all communities have clean water by investing tens of billions to remove dangerous contaminants from our drinking water and invests in new, safe wastewater infrastructure.
Delivers a 21st Century Postal Service by modernizing infrastructure and pursuing a zero-emissions postal fleet.
Promotes investments in our communities by spurring private investment through the tax code, through a revitalized Build America Bonds program, expansions of Private Activity Bonds and significant enhancements to the New Markets Tax Credit and the Rehabilitation Tax Credit.
