Letter

Dear Senators,

Back in March, we wrote asking that the Senate not vote to pass the USA FREEDOM
Reauthorization Act without first making improvements to curb FISA abuses now and in the
future. At that time, we also encouraged a fair and open process for Senators to amend or cure
defects in the House-passed bill.

We write now to thank you for waiting and allowing votes on amendments that help protect
Americans' civil liberties. Together, the amendments proposed by Senators Lee and Leahy and
Senators Wyden and Daines would dramatically improve privacy protections, and we encourage
Senators to support Americans' Fourth Amendment rights by passing these amendments.

We are not alone in hoping for meaningful reforms. In the House, 75 Democratic and 60
Republican Representatives voted against the reauthorization bill because of its insufficient
protections for Americans, the Senate will have the opportunity to right those wrongs.
