"The spending package includes $15.5 billion in funds for new transportation and housing projects.

South Carolina will get an increase of $43 million in funding for highway and transit projects and an additional $2.3 million for housing projects."

"The spending package applies my 10-20-30 formula -- ensuring that at least 10% of funds are spent in counties with a poverty rate of at least 20% over the last 30 years -- to 15 spending accounts, an all-time high."
