"Last night, White House released its hold on $250M that Congress had appropriated in FY19 to support Ukraine. However WH's longstanding hold may still have the effect of denying Ukraine these funds, as DoD can't answer whether or not funds can be spent before they expire on 9/30."

"This comes on the heels of the White House's decision to also take away $770M in funding from European military construction projects meant to push back on Russia's influence in the region."
