Gov. Jim Justice today issued a proclamation in accordance with the Presidential proclamation ordering that all United States flags and West Virginia state flags on all state-owned facilities throughout West Virginia be displayed at half-staff IMMEDIATELY until sunset on Thursday, August 8, 2019, in honor of the victims of the tragedies that took place in El Paso, Texas and Dayton, Ohio on Saturday, August 3, 2019.
