Gov. Jim Justice today ordered all United States and West Virginia flags displayed at the Capitol complex in Charleston and all state facilities throughout West Virginia be lowered to half-staff on Tuesday, July 23, 2019, the day of interment for John Paul Stevens, retired Associate Justice of the Supreme Court of the United States.
