Dear Zoe,

Thank you for your invitation to an "emergency bipartisan meeting of our delegation to discuss" the President's threat to withhold FEMA funds from California.

We, the Republican House members from California, have already issued statements expressing our opposition to the President's position and have strongly advised him to reconsider. We are actively working within the Administration to lay out our reasons clearly, calmly and compellingly and are confident that we can prevail upon the President.

In the spirit of bipartisanship espoused in your invitation, and in order to effectively address this issue, we would urge the entire California delegation to heed Lincoln's wise advice that "A drop of honey gathers more flies than a gallon of gall."
